DH Shankarmurthy might lost chairman post in Legislative Council

In a major political development in state, the ruling party Congress has planned to replace the chairman of legislative council, DH Shankarmurthy by moving a no-confidence resolution against him along with the support of JD(S). After the Congress MLA, Vijayanand Kashappanavar's alleged police assault incident, serious discussions started taking place within the Congress party as well as in the council.

As the issue was left open for discussion and criticism in council as well as assembly, the party almost decided to bring down Shankaramurthy from the chairman's post. Also, during the assembly session last week, Shankarmurthy did not act impartially and had remained mute when the BJP leaders raised Kashappanavar's issue in the house during the zero hour. Therefore, after serious discussions, the Congress has suddenly decided to replace the present legislative council chairman. According to sources, after the Kashappanavar's issue was raised in the house, many members expressed their opinion towards the immediate removal of Shankarmurthy from his post as the chairman. The party approached JD(S) leaders for their support in changing the present chairman who have also agreed for the decision. Once the parties ger the sufficient , a resolution letter for the removal of chairman will give to the legislative council secretary.Earlier same government led by Chief Minister,Siddaramaiah kept the JD(S) away from politics as they suspected JD(S) of joining hands with the BJP and having alliance government.

"In order to move a resolution for removal of the chairman of the council, we need 38 members support. Currently, we are having a strength of 28 members and there are three independents, who would support us. However, our's strength go up to 31. Then we need another 7 members support and JD(S) party has already agreed to give their 12 member's support" a senior MLC told dna.

As per the rules, to move a no-confidence motion, a removal resolution there should be a notice issued before 14 days. On that basis, both Congress and JD(S) party has to give the removal notice before July 15, otherwise, they can't move the no confidence motion against the chairman, during this monsoon assembly session. Because, this monsoon legislative sessions would ends on July 30.

However, 14 days before ending of the session, they have to move the removal resolution, assembly experts told dna. The Congress is planning to issue a removal resolution letter to the council's secretary before Wednesday. Usually, once the resolution has moved, the chairman himself will step down from the chairman post. Then, new chairman will be elected through voting in the house.

"In our party the senior leader and a former legislative council chairman Veeranna Mattikatti is the right person for the new chairman post. He also agreed for it and after the chairman's election, deputy chairman, presently BJP member Vimala Gowda is the deputy chairman. According to mutual understanding deputy chairman post will give to the JD(S) party. They will choose the right candidate" said a congress leader.
