Central Railway's 74 stations to get Rs 32 crore CCTV system under Nirbhaya Fund

Central Railway will be spending over Rs32 crore in the next few months to set up emergency response systems at 74 of its railway stations to enhance security for its lady commuters. The system is a project where close-circuit television cameras are placed at stations in such a way to ensure the primary job they do is to keep an eye out for the safety of women.

The work orders will be given out by the mid-September and work on installing these cameras should begin by the end of the year, said railway officials. The Railways plans to install such CCTV systems in about 1000 stations using the Nirbhaya Fund. The railways already has scores of fixed and rotating CCTV cameras at its stations but those cameras are used for all kinds of security-related issues and not just women's security, explained officials.

The Nirbhaya Fund, created by the erstwhile UPA government in 2013 with a corpus of Rs1,000 crore has about Rs3,000 crore in its fund coffers at the moment. Its mandate is to finance various projects under different ministries with a common goal of enhancing women's safety, be it in buses, roads or trains.

The Integrated Emergency Response System being implemented by the ministry of railways is among the biggest beneficiaries of the Nirbhaya Fund with with the project getting an outlay of Rs500 crore. The Rs32 crore for CR's project is part of the Rs500 outlay, said officials.

Among the other big-ticket projects being financed by the Nirbhaya Fund are the setting up of Investigative Units for Crime against Women (IUCAW) with an outlay of Rs324 crore, the Cyber Crime Prevention against Women and Children (CCPWC) with an outlay of Rs244.32 crore and the Organised Crime Investigative Agency (OCIA) with a project cost of Rs83.20 crore. These three projects are being coordinated under the Union home ministry.
