CBI to probe employment of Bangladeshis in govt offices

The agency made the decision after unearthing a case of a Bangladeshi national working at the National Institute of Homeopathy in Kolkata for the last three decades using forged documents

The Central Bureau of Investigation (CBI) has launched a probe into an employment racket of Bangladeshi nationals using forged documents to gain Central government jobs.

The agency made the decision after unearthing a case of a Bangladeshi national working at the National Institute of Homeopathy in Kolkata for the last three decades using forged documents.

The matter came to light after a complaint was made to Central Vigilance Commissioner KV Chaudhary about a Bangladeshi national, Shyamalendu Bhowmik, working at the Institute, which is an autonomous organisation under the Ministry of Ayush.

It is alleged that Bhowmik, a citizen of Bangladesh, he did not apply for Indian Citizenship Certificate. He entered India and got an appointment (on January 19, 1983) at the regional office of health and family welfare in Kolkata citing his permanent address in Kolkata and even produced a No Objection Certificate from the office of District Magistrate 24 Parganas, Alipur.

It was also alleged that he subsequently managed to get appointed as a junior accountant in the National Institute of Homeopathy on April 29, 1987, which is in violation of recruitment rules.

During the probe, it was found that Bhowmik, a BSc student of the University of Chittagong, Bangladesh, got the appointment in the Institute in connivance with senior authorities.

"All allegations against Bhowmik are found to be correct," report of the inquiry committee to the CBI stated.

It was ordered that Bhowmik should be kept away from the office — since he has unlimited access to reliable documents by virtue of his present official designation — so as to prevent him from tampering with official records.

The matter was referred to the CBI to bust the syndicate of Bangladesh nationals getting employment in government institutions.

The agency registered a case under sections of Citizenship Act, IPC and Prevention of Corruption Act on Friday, and started a probe to unearth the syndicate.

  • The issue was flagged by the Ministry of Ayush after which a direction was issued citing, "For systemic improvement, thorough police verification of the candidates before the appointment is necessary."
