3 arrested by CBI for trying to bribe top health ministry officials

The Central Bureau of Investigation (CBI) has arrested three persons for allegedly trying to influence senior officers of the Union Ministry of Health and Family Welfare by offering bribes in a bid to get recognition for a debarred medical college at Jhajjar district in Haryana.

Sources said that the agency is also investigating the involvement of a senior Noida-based mediaperson with a prominent news channel, who also has political links. It is learnt that this mediaperson resigned from his post after his name cropped up. The investigating agency registered a regular complaint on August 3, 2017 after receiving information from reliable persons.

The agency had arrested Kunwar Nishant Singh of World College of Medical Sciences and Research and Hospital, Jhajhar, Haryana and two private persons, Vaibhav Sharma and VK Sharma (both residents of Sector 44, Noida), after filing a case of criminal conspiracy, taking and offering illegal gratification by corrupt or illegal means to influence public servants. A senior CBI officer said, "They were arrested last Saturday and are in five-day police custody."

The CBI alleged that Narender Singh and his son Kunwar Nishant Singh are managing the affairs of World College of Medical Sciences and Research and Hospital in Jhajjar district of Haryana. "The college is among the 46 colleges which have been barred by the government from admitting medical students for the forthcoming one or two years because of substandard facilities and non-fulfillment of required criteria," the officer stated.

Both father and son have been pursuing this matter by having regular meetings in New Delhi and 23 colleges had also challenged the debarment in the Supreme Court.

The apex court had directed the government to consider the matter afresh on the basis of the material on record.

"It is alleged that they have been trying to get orders of debarment overturned through the ministry and in this regard have been contacting various persons who have assured them of helping them in this regard in lieu of huge illegal gratification for the concerned unknown public servants," the FIR alleged.

It was further alleged that Kunwar Nishant Singh, in agreement with his father Narendra Singh, was in touch with Vaibhav Sharma and VK Sharma - who claimed to have close contacts with persons claiming proximity to senior functionaries of the Ministry of Health and Family Welfare. They had given assurance to the college management for assistance in getting favourable orders. "However, huge illegal gratification has been demanded by them in this regard. They are in conspiracy with Narender Singh and Kunwar Nishant Singh and tried to obtain favourable orders from the government officials," the agency has said.
