Parents give suggestions for fee regulation Act

Over five hundred parents from across Maharashtra have registered their suggestions and objections to the Fee Regulation Act (FRA) of 2011. The state panel appointed to suggest changes in the Act had asked parents to send their suggestions and objections to some of the recommendations made for amending the act.

The state government had formed a 11-member panel comprising a few government officials, parents and school representatives on May 7 after getting a large number of complaints from parents of several private schools about huge hikes in fees and other charges for the upcoming academic year.

After the panel met in Mumbai in the following few weeks, a set of 50 recommendations were put forth and parents were given time until June 3 for registering their suggestions and objections. While the total number of suggestions could not be confirmed, over 500 suggestions came in, as per sources in the state education department. “We have asked for the inclusion of more parents in the PTA Executive committee for a better representation. Suggestions have also been made to make the whole process more transparent with schools disclosing their accounts from time to time” said Milind Gangurde, Vice President, Education POPSOM, a parents group from the state.  

Some of the suggestions made by parents include making balancesheets of school audits public on the website, disclosing annual fees well in advance, consulting the PTA before fixing a price for the school essentials, formation of a school committee etc.

“One of the most important suggestions that we have given is the cancellation of the fee hike of schools who have not revealed all the information regarding their accounts with the parents. Another important thing is to take immediate action on management if the fee is found to violate the existing rules under the FRA, 2011,” said Anubha Sahai, advocate and President of Indiawide Parents Association.

The committee will now look at the suggestions and objections before submitting a final report to the government.
