Budget 2019: Cattle Care - Indigenous breeds to get rich fodder

For the protection, promotion and welfare of indigenous species of cows, Union Minister Piyush Goyal announced that Rashtriya Kamdhenu Aayog will be set up across the country. "This will scale up sustainable genetic upgrading of cow resources and enhance production and productivity of cows," he said on Friday. "The Aayog will also look after effective implementation of laws and welfare schemes for cows." It will be run by the Ministry of Agriculture and Farmers Welfare.

The moment the finance minister announced the scheme, it received a big applause from Treasury bench. "The government will do whatever necessary for the honour and protection of cows," he said.

Regarding Animal Husbandry, the minister said, "I have increased the allocation for Rashtriya Gokul Mission to Rs 750 crore in the current year itself." Earlier, the government had allocated Rs 301 core for the scheme; for 2019-20, the government has set aside Rs 302 crore for the Mission.

The Mission was started with the intention to promote indigenous cattle and buffaloes, to preserve their genetic resources in scientific and holistic form and for continuous growth in the productivity of Indian bovine.

Besides advising gaushalas and gausadans involved cow protection cows, the body will also help coordinate between livestock farmers and cooperatives, farmer-producer organisations and dairy entrepreneurs.

The government has also allocated Rs 325 crore to the National Programme for Dairy Development, Rs 325 crore for dairy entrepreneurship development. This is a leap from the Rs 250 crore allocated to both programmes in Budget 2017-18.

There's also a 2 per cent interest subvention to farmers involved in animal husbandry and fishery.

Addressing the media after presenting the Interim Budget, Goyal said the proposal for cow welfare was made in accordance with constitutional provisions. He said that according to the Directive Principles of State Policy, it is the duty of the government to work for the welfare of cows.

BJP president Amit Shah welcomed the step, saying, "Kamdhenu Samvardhan Ayog is a great step towards protecting cows. It will help achieve our goals towards cow conservation. Mahatma Gandhi, as well as Vinoba Bhave, had underlined the importance of cow in our culture."
