Slaughter houses pay no heed to Karnataka Pollution Control Board

Two of the three slaughter houses under the Bruhat Bengaluru Mahanagara Palike (BBMP) limits have repeatedly failed follow the norms of Karnataka Pollution Control Board(KSPCB) and running unauthorised.

The slaughter houses and meat producing units in the city are classified under red category by the pollution control board due to the high potential for contamination and release of pollutants.

The slaughter houses are functioning at Pottery Road, Tannery Road and Usman Khan Road and about 18.95 lakh animals are slaughtered in these three houses during the period 2009-13. Animal waste generated during the period ranged from 7 to 8.25 MT per day.

The civil slaughter house at Tannery Road is the oldest slaughter house operating since 1920. The authorisation and consent granted in 2008 by the pollution control board to operate this slaughter house was valid up to June 2009. However, the authorisation was not renewed as KSPCB had pointed out following persistent violations in the operation and maintenance of the slaughter house.

According to the senior officials at the KSPCB, the effluent treatment plant (ETP) constructed for treatment of wash water is not functioning. Then, the untreated effluents were being discharged into BBMP storm water drains and foul smell spread at the surrounding areas. Even, the sample analysis report of untreated effluent to the adjacent storm water drain showed that total suspended solids had exceeded the stipulated standards.

However, despite opportunities given by KSPCB, the BBMP did not comply with the conditions stipulated by the Board. The slaughter house continued to operate without valid authorisation.

Finally, KSPCB in 2013 issued prohibitory orders to prevent the discharge of effluent outside the premises or into storm water drain. It was observed during joint physical verification that, the slaughter house was functioning in insanitary conditions and the violations, as observed by KSPCB, still persisted.

On the other side, the Usman Khan Road slaughter house also violated the KSPCB norms and it is functioning without any ETP. As a result, liquid waste, mixed with blood of slaughtered animals, was flowing directly into drainage without treatment.

Meanwhile, on the directions of the High Court to relocate slaughter houses to the outskirts of limits, BBMP had purchased 40.68 acres of land at Iggalur during 2005 for a sum of Rs 2.24 crore from Karnataka Industrial Area Development Board(KIADB). However, the construction of modern abattoir at Iggalur could not be taken up due to the public protests.

Then BBMP purchased another(2009) 40 acres of land from KIADB at Harohalli for Rs 24 crore, besides paying a sum of Rs 93.51 lakh as penal interest for delayed payment. However, the project at Harohalli was also not completed due to the public protest. Thus, the expenditure of Rs 27.18 crore incurred on purchasing lands at Iggalur and Harohalli has remained unfruitful and slaughter houses continue to function within the city limits.
