In an important decision, the state government announced Monday that the process for conversion of agricultural land into non-agricultural (NA) would be made online next week in all districts from Labh Pancham.

The state government made the announcement in the wake of success of the pilot project launched in Ahmedabad, the entire process for granting NA certification would be done online.

"The revenue department had launched an online certification system for NA conversion in Ahmedabad and Gandhinagar on August 23. The system has been very successful, and hence it is being expanded to other districts. The system will be implemented in other district collectorates from Labh Pancham," the state government said. The online system for NA certification will also be implemented in district panchayats from next month, officials said.

Describing the decision as "revolutionary and transparent", the release said that the online system would free citizens from the "complicated and time-consuming process". The process of NA remains a lengthy one, but online processing has helped in improving speed, said a real estate developer.

"The process of granting NA certification has speeded up since the online system was introduced. It is good that it is being expanded to other districts," said Ashish Patel, president of industry body GIHED-CREDAI.

Under the earlier system, opinions of as many as eight government departments had to be sought for granting NA approval, while the file went to 17 officials. Ahmedabad district collector Vikrant Pandey said that the file goes to just 3-4 officials with the introduction of online approval system. "From an average of 3-6 months earlier, we have reduced the time for granting NA certification to just seven days," Pandey said.
