After topper scam, Bihar Board goes for digital way

    In a bid to eliminate any scope for mental temperaing, following the topper and official scam, the Bihar School Examination Board (BSEB) has gone the digital way for conducting the compartmental exams as well as evaluation of answer sheets in its bid to leave no scope for manual tampering this time.

    “About 2.80 lakh copies have been digitally evaluated and the results are likely to be declared by December 19,” BSEB PRO Rajeev Dwivedi told the DNA. The digital marking scheme has successfully been used by the Central Board of Secondary Education (CBSE) and some state boards in the past.

    The BSEB was in the eye of a storm after two of its intermediate toppers made national headlines in May-June 2016 for failing to answer simple questions relating to their subject. After a preliminary inquiry by the BSEB, an FIR was lodged, which led to the surfacing of multiple scams and irregularities in the board.

    The results of three ‘toppers’ were cancelled by the board and it was later found by the investigation team that the students had bungled the exam by writing the papers leisurely after the exam. To avoid any further irregularity, the BSEB made extensive arrangements for the compartmental exams taken by two lakh and odd Class X and XII students in November.

    The board trained the evaluators about the digital marking system. After the students wrote their papers, the answer sheets were bar-coded to avoid identification. They were then scanned using high-speed scanners, and the soft copies reached the computerised evaluation centres. The hard-copies were locked in strongrooms. The board has used specific pre- and post-exam software for tabulation and preparation of results and for facilitating the process.

    “After last year’s matriculation exam cheating infamy, the board had taken several measures for strict conduct of exams. However, the evaluation process was tampered with and the result was what came to be known as topper scam. Digital evaluation is one of the concrete steps that the BSEB has undertaken as a clean-up op,” a senior education department official said adding that if the model is successful, it may be replicated in the 2017 exams. After the declaration of results, the examinees will get their marks through text messages and their email ID.
