Land row stalls Navi Mumbai SEZ, for now

A report submitted by the customs department said that of the 1,250 hectares in Navi Mumbai on which Mukesh Ambani's SEZ is proposed to be set up, some 10 hectares of land are yet to be taken over.

The City and Industrial Development Corporation (CIDCO) has said it is identifying land to make good the shortfall. But at the same time, the Jawaharlal Nehru Port Trust has laid claim to about 31 hectares of the land that has been shown as the processing area of the proposed SEZ.

The JNPT has also claimed about 49 hectares of the non-processing area of the SEZ located near Phunde and Drongari villages.

CIDCO has stated that the JNPT claim can be sorted out at a higher level as both are government organisations. The BoA, officials said, would like an undertaking from the Maharashtra government on the land available to the SEZ before it accords formal approval.

The other issue raised in the revenue department's report pertains to steps proposed to ensure "contiguity" of the SEZ area. The processing area proposed consists of five parcels of land that are not contiguous, but proposed to be linked by dedicated flyovers or vehicular underpasses.

The non-processing area including 67.34 hectares of water bodies is in five pieces of land that are not contiguous, but connected to the processing area, or with each other, by flyovers and vehicular underpasses.

The reports says it will be possible to secure the processing area of the SEZ by putting up boundary wall with barbed-wire fencing on all sides, but this would involve a variety of permissions and clearances from agencies, including the railway and road authorities.

The report has suggested that the final customs notification to operate the SEZ should be issued after the completion of work.
