RTI activist seeks info from National Chemical Laboratory

Right to Information (RTI) activist Vijay Kumbhar has demanded that the National Chemical Laboratory (NCL) publish reasons for its decision to delete the reservation of two plots of land under provisions of section 4 of the Right To Information (RTI) Act, 2005.
Kumbhar has addressed a letter to the director of NCL, with a copy sent to the Central information commission (CIC).

DNA, in its report ‘NCL gives up 2.2 acre plot: value Rs22 crore’ (Nov 15) had stated that the director of NCL had requested the state government to delete the reservation of 2.2 acres of prime land, valued at Rs22 crore, reserved for the institution under the public/ semi-public zone and the state government had granted the request.

Kumbhar, in his letter to the NCL director, pointed out that as per section 4 (1) (C) and (D) of the RTI Act, 2005, it was mandatory for every public authority to disseminate the relevant facts about its administrative decisions.

He has demanded reasons behind deletion and de-reserving the piece of land; the identities of the person who initiated the proposal and the final authority who took the decision; whether it was communicated to the citizens of Pune; how the NCL has benefited from the decision; and the procedure, names and designations of persons concerned with the decision.
