Maharashtra seeks Rs20,000 crore for infrastructure projects

To give the boost to proposed and ongoing infrastructure projects in the Mumbai Metropolitan Region, the state government has demanded the financial assistance of Rs20,000 crore from the central government. In a brief meeting with chief minister Prithviraj Chavan at Raj Bhawan on Thursday, prime minister Manmohan Singh has suggested State to send the proposal to his office.

The proposal comprises of seven projects that need the financial help, while 10 projects are with non financial implications but need the Centre’s nod. Viability Gap Fundings (VGF) for the Metro railway, Mumbai Trans Harbour Link(MTHL), second and third phases of Sealinks consist a  major part of the funds. Other projects like Navi Mumbai international airport, the extension of the Palm Beach road between Vashi and Nerul need permissions from various departments of the Centre.

Another Rs 2000 crore are expected from the Centre for the connectivity of Metro with the MTHL by parallel corridor in some parts between Sewri and Nhava Seva. Two phases of sea links between Worli and Nariman point also is part of the proposal which will be presented to the prime minister’s office in next few weeks.

A top official from Mantralaya said, “The projects for which the financial assistance is sought, are to be completed over next few years. By putting them together as part of the proposal, the state government wants to ensure that the Centre is kept in loop for the smooth process of budgetary allocation. Like the further phases of the Metro may not be implemented in the immediate future, but the proposal for financial aid helps the smooth running of existing projects.”

The official said that the Navi Mumbai airport has still not received nod from the forest department as the forest land in the demarcated area of the airport is still to be compensated.

“Similarly, the proposed bridge that extends the Palm Beach road occupies a plot that belongs to the Forest department. The permissions, thus, from the concerned departments also are important,” he said while adding that other few approvals are related to Shipping and National Highway Authority of India.
The proposal prepared by urban development department was supposed to be presented before prime minister on Thursday. But due to the time constraint it was discussed in a brief meeting with Manmohan Singh, who directed state government to submit the proposal to his office.
