Camp residents, in a letter to the ministry of defence dated March 15, have complained that the army has been terrorising the residents, particularly the members of the Royal Western India Turf Club (RWITC).

A letter written to the ministry of defence that bears 49 signatures, alleges, “The army has been deployed by the GOC-in-C and the Local Military Authority (LMA) to terrorise the public.”

Despite repeated attempts, the Southern Command did not respond to the allegations. Southern Command spokesperson, who was on leave, said that he will return to the city to attend the meeting between the RWITC and the LMA.

The letter alleged that the commuters were barred from travelling on roads near RWITC, as army officials put up barricades and boards on an on and off basis. The three roads are: Peshwa Marg, Victoria Road and the road adjoining the Council Hall.

The letter also alleged that the army is resorting to illegal ways to threaten the public. The letters said, “The army is being used to threaten the public by show of weapons, puncturing civilian vehicles, disturbing the working of the RWITC and obstructing the rights of civilians to use the roads.”

Club member and advocate Nethraprakash Bhog alleged that this move by the army is a ploy to pressurise the turf club authorities and the members, following the controversy of 69 acre of land, which had put the army and the RWITC at loggerheads.

Bhog said that the army’s claim that the land is an A-1 land is false, and the army has no right to restrict civilians from commuting in the area.

“The public has been using the land for 30 years. It can in no way be called an A-1 land,” he said. According to Bhog, a racecourse cannot be included in the class ‘A’ category.
