Time to cheer for medical faculties at BMC hospitals, institutes

To avoid stagnation (growth) and to promote them on the basis of efficiency and functional basis, and not only if there is a 'vacancy'.

The Brihanmumbai Municipal Corporation (BMC) has assured the Bombay High Court, that it will soon come out with a necessary scheme, for medical faculties, attached to Medical/Dental institutes, run by the corporation, to avoid stagnation (growth) and to promote them on the basis of efficiency and functional basis, and not only if there is a 'vacancy'.

A division bench of Justice Shantanu Kemkar and Justice MS Karnik were told that as per earlier directions of the court, the necessary scheme/draft scheme will be prepared and produced before the court for its perusal by April 26.

The assurance was given while hearing the petition filed by Medical Professor's Welfare Association. It states that an Assistant Professor becomes eligible for promotion to Associate Professor after he puts in nine years of service. Similarly, to become professor from Associate Professor, one has to put in 4 years of service. However, these promotions have not been given since 2007, because promotions are given on vacancy basis. Even doctors holding degrees of MS, MCH, being super specialty, faculty have continued to be in the associate professor cadre.

Moreover, the Central government has introduced a scheme for its doctors known as the Dynamic Assured Career Progression (DAPC), under which promotions are not linked to vacancies. Once the doctor/candidate complies with the requirement, he/she gets a higher designation. This scheme has been adopted by various state governments like Rajasthan, Kerala and Tamil Nadu. The civic body ought to have implemented this scheme to give equal status to doctors having similar equivalent degrees and number of years of experience.

It is also argued that the Corporation has deprived, demoralised and humiliated the faculty of teaching doctors by not giving them promotional designation, though they are eligible for the same only on ground of non-availability of vacancy.

The stagnation is more in departments like psychiatry, orthopedic, GI surgery, pharmacology, radiology, pediatric, surgery, cardiology, pathology, microbiology and neurology. Thereby, candidates in other departments, who have completed the same number of years, and are students of the teachers, get promotion and become associate professors.
