Tax exemption for medicines, new hospitals on anvil

The state government has come up with a number of promising initiatives in the health sector including tax exemption for certain life-saving medicines, setting up new medical colleges and a super-specialty section at JJ Hospital.

Improving research facilities
The government has proposed to establish a National Institute of Pharmacy Education and Research in Nagpur with the objective of developing professionally qualified and skilled man power and improving research in this field through use of advanced technology and ensuring that the benefits of these provisions reach the common man.

Tax exemption for cancer medicines
It has proposed to introduce tax exemption for certain medicines required for treatment of cancer, a list of which will be prepared later. It has also reduced the tax on guide wires, required for heart surgeries, from 12.5 per cent to 5 per cent.

1,000 more beds, better facilities at JJ Hospital
The proposal for a high-rise super specialty building at JJ Hospital has been approved. Although, this project has been pending for a long time, waiting for approval from the high-rise committee, approval has been accorded by amending the law appropriately. An additional 1,000 beds will be made available through this project.

Six new medical colleges
The state is also toying idea of setting up six medical colleges in different cities of the state. However, it will examine the possibility of whether a PPP basis model like in Madhya Pradesh could be allowed considering the scale of the projects.

Upgradation of medical courses
The upgradation of the post graduation medical course programme has been undertaken in government medical colleges of Pune, Aurangabad, Akola, Ambejogai, Solapur, Miraj, Sangli, Dhule, Yavatmal, Latur and Nagpur. The upgradation is been done by providing medical colleges additional facilities. An outlay of Rs. 20 crore has been proposed for this purpose.

Better primary facilities in new medical colleges
The state has proposed a provision of Rs 35 crore for construction and other primary facilities in newly established medical colleges at Nandurbar, Mumbai, Alibaug, Satara, Gondia, Baramati and Chandrapur. An additional outlay of Rs.100 crore is earmarked from the planning department. A comprehensive masterplan has been prepared for developing the government medical college at Nagpur.

Merging disease control programmes
The National Urban Health Mission and other 11 disease control programmes have been merged in the National Health Mission. Reducing the infant mortality rate and maternal mortality rate, the mission includes programmes to increase the availability of health facilities, prevention and control of non-contagious disease. An outlay of 1996.48 crore is proposed for this programme.

The eligible beneficiaries under this scheme are entitled to free treatment for 971 notified diseases. An outlay of Rs 300 crore is proposed for this programme. Also planned is the provision of 70 ambulances for newborns to reduce the mortality rate.

Construction of health institutions in urban areas: Rs 181.36 crore
Rural hospitals: Rs 47 crore for rural hospitals under the backlog, and Rs 49.56 crore for primary health Pending proposals for rural hospitals: Rs 112 crore
Primary health centres: Rs 49.56 crore
Primary health sub-centres: Rs 389.92 crore
