Gram Vikas Bhavan is another white elephant, claims AAP

Residents claim that like Kharghar golf course and skywalk, the bhavan in sector 21, is a dud; they have been waiting for its inauguration for a year.

Like the Kharghar Valley Golf Course and skywalk, both constructed by the town planning agency, another structure that is proving to be a dud according to residents, is Gram Vikas Bhavan.

The people have been demanding that Cidco and the state government must inaugurate the facility at the earliest; they have been waiting for it for a year now.

“The Cidco has said it is ready with the entire structure and what remains is the interior work for which the town panning body needs Rs7 crore from the state government. The officials have stated that once the funds are transferred, the structure will be ready for inauguration. They are also claiming that the state government is delaying in releasing the funds, making it difficult for Cidco to complete the interiors. However, this argument is hard to digest, as we think that it is a deliberate attempt on part of the town planning body to fool the people,” said Ravi Shrivastava, social activist and member of Aam Aadmi Party.

Shrivastava added that in his opinion, there is no problem as far as the state government releasing funds for the project is concerned. Since the elections are approaching, the corporation as well as state government is trying to fool people.

“Actually there is no need for having a Gram Vikas Bhavan in the satellite city as the purpose of setting up this structure was to provide facility for training the rural artisans. The foundation stone was laid in 1997 when Kharghar was considered as a village. But today, the entire face of the same village has changed, and it has become one of the best nodes of Navi Mumbai,” Shrivastava said.

“Our party’s philosophy says that it should always be locals who should decide what is good for them be it a community centre, hospital, post office or any public utility. The structure like this is hardly utilised for rural folks who are not staying in the city any more, but it is commercially exploited by the authorities by renting it out to the corporates. This is not the purpose for which it was constructed,” he said.

The party member demanded that Cidco set up other facilities such as post offices, passport office, among others, which will be beneficial to the residents. He also demanded that Cidco and the state government complete pending work at the earliest.

While Cidco officials could not be contacted for their comment, an official had earlier said that until the corporation gets the funds, it cannot invite tenders for carrying out the interior work of the structure.

“We had given the state authorities an option to carry out the interiors on its own and if it wanted us [Cidco] to do the needful, we asked them to first release the funds and then only we can proceed with the work. But the state government refused to do the interiors on its own and entrusted the job to Cidco,” the official had said.

Situated in sector 21, the bhavan comprises ground-plus-five-floor structure with auditorium having capacity of 500 persons, hall to conduct workshop for 100 persons, 57 double bed rooms, dining and kitchen area for 120 persons and a shopping area for 33 establishments.

It will also have a shopping complex for self-help group credit societies and rural artisans.
