Chief Minister, Vasundhara Raje’s ambitious programme to create a database and provide identification to ‘divyang’ in the state is limping because of inability of health department.

If the CM expected timely distribution of certificates to specially abled people, she erred in estimating health department officials’ capabilities. Against the target of eight lakh, they have issued only 84,000 certificates to ‘divyangs’.

The government had embarked on verification drive of specially abled people to ensure only deserving people get the benefit. They were supposed to be given certificate after medical check up to ascertain exact type and quantum of disability as many ‘undeserving’ people were receiving benefit by faking their disability.

After receiving more than nine lakh applications, the verification process began from September 27.

However, looking at the snail’s pace of verification, there is big question mark over timely completion of the certification drive because second phase of the campaign is scheduled to begin from December 11. How will the department issue certificates to 8.20 lakh people in just six days.

So far 30 districts have issued less than 5000 certificates and 15 of them could issue just 2000.

Only three districts including Jaipur, Sriganganagar and Hanumangarh have been able to deliver more than 5000 certificates.

The third phase of campaign is beginning from December 12 in which ‘divyangs’ will be distributed supporting equipments, however, the problem is that without certificates and UDID cards who will the social welfare department give these equipments to.

“We are doing our best that no one is left out. Doctors’ strike delayed the process. We have not received guidelines from the central government regarding disability of 16 types who need not come to the camps.

For them camps will be held once the guidelines comes. But, five lakh new applicants can get certificate from the camps,” Dr Samit Sharma, director of social justice and empowerment department said.
