Tamil Nadu govt rejects Union Water Resources Ministry's pro-Sterlite report

Tamil Nadu government has rejected Union Water Resources Ministry's pro-Sterlite report on groundwater contamination and called the report as motivated one and could threaten law and order situation in and around Tuticorin where 13 people were killed in the police firing in the anti-Sterlite protest held on May 22.

“We are extremely perturbed that the Ministry of Water Resources, RD and GR, Government of India chose to commission a study and obtain a report from Central Ground Water Board in Tuticorin, Tamil Nadu, without any intimation to the Government of Tamil Nadu or to any statutory authorities including the Tamil Nadu Pollution Control Board (TNPCB),” she wrote in the letter on Friday, a copy of which was released to the media on Saturday.

Vaidyanathan said that the circumstances under which the union ministry has asked the CGWB to carry out the assessment of the quality of water in the area lacks in bonafide and was inappropriate at this point of time considering that “TNPCB conducted detailed studies and when the matter is sub-judice before the Appellate Authority, National Green Tribunal, Madras High Court and Supreme Court of India, to say the least”.

The Central Ground Water Board (CGWB) report has concluded that it could not be stated that Sterlite Industry is only cause of pollution, she said.

“This conclusion, which appears to support the Sterlite Industry, is totally unwarranted, besides, being absolutely vague, and is not supported by any empirical data and it is known how the two scientists who have submitted the report have made such a vague and an unsubstantiated statement in the report,” she said.

The chief secretary also said that the state strongly feels that the report “is motivated and has been prepared only to prejudice the government of Tamil Nadu and the TNPCB cases in various judicial fora. Pointing out that the law and order situation in and around Tuticorin has returned to normalcy, she said that such an unscientific report would be likely to aggravate the law and order situation.

She said that the state rejects the report and sought its immediate withdrawal since the state has already taken an action on the detailed analysis conducted by the competent authority and matter is sub-judice.
