Rape cases rise in Himachal Pradesh, more women police stations promised

Rape cases have increased in Himachal Pradesh in the first half of 2014 as compared to the same period last year, DGP Sanjay Kumar said today as he listed out steps, including setting up of women police stations, to reduce crime against women.

While the overall number of cases of crime against women had reduced marginally from 729 to 725, the number of cases of rapes had increased from 111 to 129 during the said periods, he said.
The DGP also disclosed that in 63 cases of rape this year, victims were minor and in 95.4% cases, the accused were known to the victims.

The number of cases of cruelty against women jumped from 147 last year (till June) to 170 in the corresponding period this year. However, there was a marked decrease in cases of molestation and eve teasing, down from 57 and 234 to 34 and 208 respectively, Kumar said.

Notably, no dowry case was registered in first half of 2013 and 2014 but cases of murder involving women increased from 14 to 18, registering an increase of 29%.

The increase in registration of criminal cases was seven% and 8,118 cases were registered till June 30, 2014, against 7,590 cases in 2013. The increase of 528 cases this year is attributed to cases registered under NDPS Act and Excise and Taxation Act, he told reporters here.

Significantly 85% of the murder cases have been solved, Kumar observed.

The offences against Scheduled Castes (SC) and Scheduled Tribes (ST) declined from 52 in 2013 to 45 in 2014 and no case of murder was reported while the number of rape cases came down from seven to four, the DGP said.

Kumar said that in order to further reduce crime against women and instill confidence among women, two all women police stations would be set up at Shimla and Dharamsala soon.

Further, women cells headed by lady police officers have been created all over the state with majority of staff being women while seven to ten lady police personnel have been deputed in every police station to raise the confidence level of women and encourage them to report cases.

A nodal lady officer of the rank of Inspector General (IG) police has been deputed to monitor the progress of women cells and women 'Mahila Twarit Bal' has also been set up for 'quick response in case of women victims, he added.
