A two-member panel probing the January 12 attack on Nitish Kumar's convoy in Buxar has claimed that the attack was orchestrated to kill or injure the Bihar Chief Minister, who is currently touring the the state to review the progress of developmental works undertaken by his government.

A team comprising Patna zone inspector-general (IG) of police Nayyar Hasnain Khan and Patna divisional commissioner Anand Kishor investigated the incident. "They have found audio and video recordings, which clearly indicate that the conspiracy was to harm the CM. It was pre-planned and not at the spur of the moment. The attackers had held a meeting a day before Nitish's visit and instigated others to join them," said a Bihar government official.

At least 35 persons have already been arrested in the case, in which 99 persons are named accused while around 500 people are unnamed accused. "The probe team has talked to the arrested accused and their call details were checked. They found that some people even hurled stones at the CM from their rooftops. Some used bricks, which are not usually seen scattered on the roads," the source said.

Reports of the villagers pelting stones due to lack of development in the area was also refuted by the probe team, which also quizzed the district administration officials over the incident.

Senior BJP leader and deputy CM of Bihar, Sushil Kumar Modi alleged the involvement of liquor mafia behind the incident. "The attack was a retaliation of liquor seizure in the village," he said.

On the other hand, the Opposition Rashtriya Janata Dal (RJD), Congress and former CM Jitan Ram Manjhi's Hindustani Awam Morcha (Secular) had formed separate probe panels to look into the alleged thrashing of some Dalit villagers by the police after the incident. Manjhi also criticised the Buxar district administration for the atrocities on Dalit.
