Niti Aayog has asked each state to nominate a nodal officer for the scheme, as well as get estimated budgetary approvals based on Socio Economic Caste Census data deprivations

In a bid to move along a speedy roll-out of the National Health Protection Scheme (NHPS), government think-tank Niti Aayog has recommended giving flexibility to the state governments to either choose an insurance service provider or go via a trust mode to implement the scheme.
Niti Aayog has asked each state to nominate a nodal officer for the scheme, as well as get estimated budgetary approvals based on Socio Economic Caste Census (SECC) data deprivations.
The think-tank has also asked states to carry out Aadhaar seeding of SECC data within a reasonable period of time. Though SECC data will need to be seeded with Aadhaar, but seeding can be done either in the field or even at the hospital, a senior government official involved in the consultations told DNA.
NHPS, which was announced in the Union Budget 2018, will give cover of Rs 5 lakh to 10 crore families and is being referred to as 'ModiCare'.
"States have the option to decide whether they want to implement the scheme in trust mode or through insurance company mode or a mixed model," the official said.
All states except Tripura participated in the meeting called by Niti Aayog to work out the final modalities of this scheme.
As announced earlier, the premium of the policy will be shared between central and state governments in the ratio of 60:40, except in the north-eastern states and three Himalayan states, where the ratio being opted for is 90:10. In Union Territories, the central contribution will be 100 per cent.
