As part of the Centre’s Swachh Bharat Mission (SBM), the North Delhi Municipal Corporation (NDMC) plans to make the areas under its jurisdiction ‘Open Defecation Free’ by year-end. Last year, the civic bodies had faced flak from several quarters for not utilising funds under the Mission.

The north civic body, on Wednesday, declared 90 wards open defecation-free. Earlier this year, the south corporation had also declared 94 wards in its areas open defecation-free. Under the Mission, the civic agencies have to build toilet complexes and urinals around slum-clusters, villages, unauthorised colonies, and in public places.

The north civic body has now proposed to build nine community toilet complexes, with 180 seats, in outer Delhi’s Sawda-Ghevra, Bawana, and Narela areas by December, 2017. In all, the corporation aims to build a total of 2,241 toilet seats by December 31.

“The work has already been initiated and is expected to be completed by October, 2017. The Corporation has tied up with other agencies, such as the Delhi Urban Shelter Improvement Board (DUSIB), to construct the facilities near slum clusters,” north corporation Mayor Preety Agarwal said.

Municipal Commissioner Praveen Gupta further said that work on providing additional facility of 302 toilet seats is underway, of which 112 seats are meant for women only. Besides, 135 toilet seats in 27 toilet complexes are being readied, which will be thrown open by September 30.

“As many as 11 toilet complexes with 55 seats are likely to be completed by October 31. Besides, 20 mobile toilets with 200 seats are being procured on an immediate basis,” Gupta said.

The north corporation has a facility of 499 Community Toilet Complexes (CTC), 1,163 urinals, and 41 toilets exclusively for women. Besides, 318 waterless urinals, which are currently under repair, are being made operational.

The three BJP-led municipal corporations had received a Central fund of Rs 120 crore in 2015, under the SBM, to build toilet blocks, besides other sanitation works in the national Capital.

Swachh Bharat Mission rules

According to the SBM guidelines, there must be a toilet complex available at a distance of every kilometre. According to a report, the north corporation, which has over 800 toilet blocks under it, has built 50 women toilet seats over the last year, which became functional a few months ago. The east corporation, which has 400 toilet blocks under it, has built 70 new blocks as part of the Mission.
