Cabbie had forged character certificate

The Delhi Police has conclusively proven that the "character/residence proof certificate" issued to rapist Shiv Kumar Yadav on the letterhead of Delhi Police, which went viral on Whatsapp and social media even before Yadav was presented in court on Monday, is a case of forgery, and a shoddy one at that.

Commissioner of police B S Bassi came on record on Monday evening and said that a case of forgery would be lodged against Yadav. But much earlier special commissioner of police (law & order), Delhi Police, Deepak Mishra told dna that the certificate going viral on social media was a "major thing", and the impression that it gave needed to be corrected.

A good look at the certificate shows several discrepancies that stand out. For one, the certificate—which says Shiv Kumar Yadav resides at C-II/89, Rajiv Park, Ist Floor, Devli Road in Ambedkar Nagar police station area, south Delhi—carries the legend "Office of the Additional Commissioner of Police,South-East District, Sarita Vihar; New Delhi" on the top, along with the Delhi Police logo. But the police officer whose signature graces the certificate is that of "Additional Deputy Commissioner of Police, South-East District; New Delhi."

Discrepancy number two is even more telling. The signature on the certificate is that of LT Hrangchal, IPS, who was additional DCP, South-East District, from 19.10.12 to 18.2.13. Thereafter, he became DCP (Traffic, eastern range, Delhi) for a while, and then was transferred to Mizoram, his home state. The signature on the certificate is his, no doubt, but the certificate was issued to Yadav on May 28, 2014, much after Hrangchal moved to Mizroam.

Yet another discrepancy is that the certificate has been "notarized", which is not the police way of doing things when it came to issuing certificates. Two lines at the bottom of the certificate also cast doubts on its authenticity: "Note: This certificate is based on record check only. The factum of his residence at the given address has not been verified by conducting field enquiries." Again, this also is not how the police work.

So, who helped Yadav in forging the certificate? The finger of suspicion points to the transport department of the Delhi government. After the first rape case against him fell flat because of "inconsistencies in the prosecution's deposition", and he walked out of jail on July 13, 2012, Yadav needed another set of "papers", including a certificate of residence proof, to start life afresh. He appears to have got the right men to give him a fresh lease on life, and career.
