Seemingly rattled by the killing of seven civilians due to a blast while they were clearing debris from the encounter site in Kulgam, Jammu and Kashmir police on Monday issued a fresh advisory asking people not to rush to encounter sites and tamper with the surroundings.

Director General of Police, Jammu and Kashmir, Dilbag Singh said the public should desist from going to encounter sites immediately after the operations. "We want people, particularly the youth, to desist from going to the encounter sites and fiddling with the debris or other things", he said.

Regretting the loss of precious lives in the incident, Singh expressed his condolences to the families of the deceased.

Seven civilians, including a 13-year-old student, were killed and over 40 were injured when an explosive device went off at the site of an encounter in Kulgam's Laroo village on Sunday. Three Jaish-e-Mohammad terrorists were killed in the encounter that had ended just minutes earlier at the site.

"It was an unfortunate incident. We express deep anguish and regret over the loss of civilian lives. We feel that such incidents are avoidable," said Singh.

The Director General of Police said they have always been instructing forces about avoiding collateral damage during operations. "When they conclude the operation without any collateral damage, people should also take care that such situations are not created," he said.

Meanwhile, the National Conference on Monday said the Kulgam incident has shaken them to the core and that the right-thinking people of the country have expressed regret over the barbaric killing of the seven youth. "It was expected that the incumbent administration would embalm the people and lessen their woes by making amends for whatever bad was done in the former PDP-BJP-led government. The iron fist strategy won't yield any; it will push already aggravated youth to the wall. The Central government should view the writing on the wall and initiate a time-bound inclusive political process," said Ali Mohommad Sagar, general secretary of the National Conference.

Sagar reiterated that the National Conference is of the firm belief that the solution to Kashmir lies in dialogue. "We will make every possible effort to get the state out of the morass of uncertainty and chaos," he said
