The state government many soon enable the people of Karnataka with the right to health, in an attempt to introduce universal health coverage will on the lines of countries like Thailand, Turkey and Ghana.

Speaking to dna, executive director of Suvarna Arogya Suraksha Trust, Health and Family Welfare Department, Dr P Boregowda, said an action plan is being prepared to implement universal health coverage at a few districts in the state.

“We have recommended the government to implement the universal health coverage in Mysore and Raichur on a pilot basis and to extend to other districts later. Karnataka will be the first state to introduce universal health coverage as per the World Health Organisation (WHO) charter,” Boregowda said.

According to him, attempts have been made by all the state governments in the country to introduce universal health coverage on a pilot basis in two districts in each state, but in vain. “As of now, an action plan is being prepared. If all goes well, it will be implemented in Mysore and Raichur shortly,” he said.

As per Census 2011, there are 6.11 crore people (one crore households) in the state and among them, four crore people belong to families below poverty line (BPL). “According to the data available with food and civil supplies department, 2.11 crore people (35 lakh households) belong to families above poverty line (APL). And among them, one crore belong to government employees and creamy layered families. The proposed Rajiv Arogya Bhagya will be availed by 1.11 crore people and among them 20 lakh will be genuine beneficiaries across the state,” he said.

Under Vajpayee Arogyasri, patients suffering from cardiovascular diseases, cancers (surgery, chemotherapy,  radiotherapy), neurological ailments, renal problems, burns, poly trauma cases (not covered by motor vehicle insurance) and neo-natal issues will be treated free of cost. “Same facilities will be extended to those covered under Rajiv Arogya Bhagya,” he said.

What about those patients who want to get admitted to semi-special and special wards? “The patients who get admitted to general ward need not pay money, but those who want to get admitted to special wards and opt for medicate stents instead of bare metal stents for cardiovascular diseases have to pay the extra money,” he said.
