Underage Delhi drinkers face no problem in buying liquor: Survey

Underage drinkers can easily buy alcohol from vends, bars, and pubs in the Capital, without furnishing any age proof, a latest survey done by non-profit group Community Against Drunken Driving (CADD) has revealed.

According to the report, 67 per cent of the respondents in the age group of 18-25 years purchased alcohol from liquor vends but were never asked for age proof. A staggering 97.3 per cent participants, however, were aware of the legal age limit for drinking.

Founder of the organisation, Prince Singhal, said the survey was conducted between June 1 and August 31, this year, to evaluate the execution of the Delhi Excise Law on the sale of alcohol to underage youngsters.

"None of the agencies, including government liquor vends, bars, pubs, excise department, or police, check the age of consumers. This is not only a blatant disregard of the minimum age law but also boosts underage drinking and drunk driving, which result in loss of lives in road accidents," he said.

A sample size of 6,000 residents was taken for the survey, of whom 3,976 were men and 2,024 were women. As many as 3,422 people were in the age group of 18-25 years.

The survey noted that "the law pertaining to underage consumption, purchase, and even sale is non-existent and there has been no recorded enforcement drive to check the legal age of those consuming alcohol or those selling alcohol to underage consumers by the police or by the Excise Department".

Meanwhile, the Delhi government's Excise Department claimed that "strict action" was taken in case of violation of rules regarding the sale of alcohol. "Our teams regularly visit vends and bars to check whether the guidelines are being followed or not. Stringent action is taken in case of violations," a senior Excise Department official said. Meanwhile, the Delhi Police maintained that bars and vends needed to follow certain norms to discourage consumption of alcohol by underage drinkers, and action could be taken if there was any complaint. "Bars and vends need to display the provision of 'no sale of liquor to underage persons'. They can also check their IDs for age verification. Local police can take action in this regard, if there is any complaint," DCP and Delhi Police spokesperson Madhur Verma said.
