In the wake of rising cases of dengue and chikungunya in Delhi, Lieutenant Governor Anil Baijal has shot off a letter to the Delhi government asking them not to deploy doctors, para-medical and non-medical staff in the Delhi Secretariat and other government offices. In his letter to Chief Secretary MM Kutty and Delhi Health Minister Satyendra Jain, the L-G also asked for an action-taken report to be submitted within two weeks.

"Considering the current need to gear up our health infrastructure to meet the challenges of rising cases of dengue, chikungunya and other vector-borne diseases, it would be desirable to look into this matter urgently and repatriate all such staff to their respective institutions," the L-G said in his letter dated July 20.

Sources in the health department feel that the move has been aimed at shifting qualified doctors back to the hospitals who have been given administrative jobs. "The main job of the doctor is to treat patients and not to pass orders.

He should be ideally sitting in the hospital and treating patients. Even a single doctor can help in taking the burden off from existing staff," said a senior health official requesting anonymity.

Many government hospitals in Delhi are reeling under acute shortages of ophthalmologists and paediatricians. "Some of the senior paediatricians are handling administrative work in the Delhi Secretariat while the hospitals are left to suffer," added another senior government official.

The L-G had earlier directed the agencies to effectively monitor and improve the functioning of their 24X7 helpline numbers and update their database to provide real-time information on beds and other details to the public. Baijal also directed the municipal bodies to designate a nodal person for each ward, who will be responsible for vector control, awareness-related measures, and ward-wise reports of activities being carried out at the ground level. These, he said, should be submitted on a daily basis to the controlling authorities.
