The Delhi High Court, on Wednesday, rapped the newly-elected president of Delhi University Students Union (DUSU) Rocky Tuseed and other candidates for defacing public property during the polls this year and stated that no effort would be spared to make the city clean for Diwali.

"We want a clean Diwali. Please make sure that you remove all the posters by October 16," a bench of Acting Chief Justice Gita Mittal and Justice C Harishankar said.

The bench also came down heavily on Tuseed for his non-appearance in court.

"Where is the president? What leadership will you provide? This is the leadership you will provide?" the court said, adding, that his (Rocky's) name was plastered everywhere. "We have also got a writ petition which seeks barring of the elections for DUSU. This is a cognisable offence. It is unfortunate. You people are treating it as a joke. This is violence against the city which transforms into violence against people. We want it (city) clean by Diwali," the court said.

Appearing for Tuseed, his counsel sought time for cleaning up the defacement during elections. The bench then directed him to submit an action plan stating that how DUSU elections would be conducted in the future.

The court was hearing a petition filed by Prashant Manchanda which alleged that disruption of the classrooms by the candidates and student outfits in "horrible shape and painting (walls) in the classrooms, deals a striking body blow to the Right to life, liberty and education of the students".

Meanwhile, another notice was issued to Tuseed on an intervention petition filed by ABVP's Rajat Chaudhary who alleged that the former had concealed the facts of a case registered against him in 2014.

Appearing for Tuseed, senior counsel Vivek Tankha quashed all the contentions and stated that his client has not been convicted in the case registered against him.
