Delhi chief secretaries took bribes to shield corrupt: Whistleblower

Five chief secretaries of Delhi took bribes from corrupt officials facing investigations, a whistleblower working in a Delhi government hospital has said in a complaint sent to the President of India, the Prime Minister's Office, the Central Vigilance Commission and the Central Bureau of Investigation.

Dr Avinash Kumar, Head of the Department, Medicine, at a government hospital, has given details and evidence of the alleged cover-up by the five top officials.

As per Kumar, recently, all the complaints against corrupt officials in various departments were either dumped in the files without any actions or are 'intentionally' forwarded to the same person for inquiry against whom the complaint was filed.

"The Chief Secretary, who is also the Central Vigilance Officer, after joining GNTCD deliberately stopped forwarding the inquiry reports having 'vigilance' angle to CVC and thus shielded the corrupt in exchange of bribe. Full protection and respectable promotion sufficiently suggest that Chief Secretaries of the Delhi government have not performed their assigned duty against corruption," said Kumar.

The letter lists all the files and memorandum numbers where inquiries were needed but the documents were either trashed or the investigation reports are pending, he said.

He has listed over 49 cases referred by the Central Vigilance Commission to chief vigilance officers in Delhi government that are pending

"Directorate of Vigilance, GNTCD, had released a letter dated December 15, 2017, regarding vigilance report in respect of doctors/officers of the Health and Family Welfare, which contained the name of 38 officers/officials. There are 13 doctors/officers from Aruna Asaf Ali Government Hospital out of which five were superannuated without any disciplinary action and the decision for rest is pending," stated the complaint.
