The city traffic police have written to the transport department to obtain a no objection certificate (NoC) from them, whenever a transfer of vehicle takes place through second sales.

The move is to avoid any trouble for both the buyer and the seller and is purely in the interest of the two parties involved in the sale process, said a traffic police officer.

Confirming this, additional police commissioner (traffic), Praveen Sood, said that he had written a letter to the transport department, to consider his request of availing the NoC from the police, before
the sale takes place in the city.

“This is to avoid problems like carrying over offences or punitive charges, slapped on the seller, before he sells the vehicle. The buyer will come to know if there are any pending cases against the vehicle for offences committed, prior to the sale by the seller.

The buyer will also be informed whether the vehicle is involved in any serious accident, resulting in the loss of human life,” he said.

As far as the seller is concerned, he must not only insist on the delivery note, but ensure that the vehicle is transferred in the name of the buyer. “This is done so because if the buyer, whose
antecedents are not known to the seller, indulges in serious offences, that may attract heavy punishment, which will create problems for the seller,” Praveen Sood said.

Sood said the transport department should check the website of the Bangalore traffic police, to find out details of the vehicle being sold and bought. This will help the seller to consider whether they want the police to issue a no objection certificate or not, before registering the vehicle in the name of the new owner.

“This will save both the seller and the buyer from facing any trouble in the future,” the additional police commissioner added.
