No water source? Sorry, no sanction for apartments

No permission for construction of flats that have no source of water.

Builders may not be granted permission to construct buildings within the city limits if they fail to ensure that they have a water source for sustenance of the inhabitants.

Answering a question in the council from M Srinivas (JD-S) on water crisis in apartments in the city, chief minister Siddaramaiah said water sources were depleted in apartment complexes that had received no objection certificates (NoC). “Presently, we can’t provide Cauvery water to such apartments and they will have to find their ways. Learning from this, we will issue permits to the construction of apartments only after ensuring that they have a water source.
Availability of water in the vicinity will also be considered for approval of construction plans,” he said.

Siddaramaiah said the government would make rain water harvesting (RWH) in buildings compulsory. “My government will also look into the possibility of recycling sewage water to be used for cleaning purposes in apartments.
Bangalore will get more water when the Ettinahole project is implemented.
Keeping all these factors, we will issue directions to BWSSB (Bangalore Water Supply and Sewerage Board) & BBMP (Bruhat Bangalore Mahanagara Palike),” he said.

Srinivas observed that the 24 conditions that needed to be met for securing permits for constructions of apartments was being exploited by officers to make money illegally, and the rules did not benefit people. In the city, as many as one lakh apartments remained unsold for lack of availability of water.

While complimenting the government for coming out with a “good” set of rules that builders had to follow for securing permission for construction within city limits, he wondered whether the rules would be applied effectively.

Siddaramaiah agreed. “Builders will somehow build, sell and disappear and the people will have to suffer. We will take appropriate decisions,” he promised.

The issue of water availability within the city limits and on its outskirts is a matter of grave concern. Recently, (BWSSB) chairman Gaurav Gupta had advised people to not to succumb to the advertisement blitzkrieg by real estate companies to buy properties on the city’s outskirts. He had said BWSSB would need at least 10 more years to supply Cauvery water to these areas.
