With the Prachanda-led coalition government making preparations to announce the polling date before the amendment, an analyst here has warned of serious consequences if sucha step is taken.

Bimal Gautam, a senior Kathmandu-based journalist, warned of turmoil if the poll date is announced before introducing amendments in the Constitution as per the disgruntled parties demands.

"Prachanda-led government can announce the poll date, but there are lots of speculation, doubts and uncertainties that this government will really conduct local polls. As the parties have not agreed, or there is no consensus among the major parties for the local elections the agitating regional forces, specially the Madhesi Morcha, which has been demanding to amend the constitution before the election date is announced."

"The Madhesi Morcha is repeatedly saying that they will not take part in the election if it takes place before the constitution is amended. That's why without fulfilling the Madhesi political parties demands and without addressing their concerns, it is really difficult in Nepal to hold local elections," Gautam told ANI in an interview.

As the countdown already started for the change in the government with the start of lunar new year in Nepal the Prachanda-led government is in rush to announce the date for local election. With the government turing out from the Madhesh based parties demands the standoff between the government and the agitaing parties is continuing.

"The main reason for the standoff or the stalemate or stagnation between the government and the agitating forces is whether to amend the constitution as per the agitaing forces demands or not. The present government, present coalition government led by Prachanda, has registered a motion to amend Nepal's new constitution as demanded by the Madheshi political forces, but at the same time, the main opposition party CPN-UML has been strongly objecting to the motion, saying that the demands and the concerns raised by the Madhesi forces, Madhesi political parties cannot be addressed, and if the demands are addressed, then the country will be divided," he said.

Bimal, a former BBC employee, said, "So, the Prachanda-led government is facing problems specially from the opposition party, CPN-UML and at the same time Prachanda government seems to be in dilemma because Madhesi political forces are repeatedly saying, demanding and pressing to amend the Constitution first and then declare the election date but the CPN-UML at the same time is pressing the Prachanda government to declare the election date at first and then they will review, they will consider whether or not to go for the constitution amendment."

So the Prachanda-led government is in problem, is in a difficult juncture," Bimal added.

With the fall of Prachanda led government, Nepal's largest party Nepali Congress is set to take the lead and it is higly expected that the next government is set to be a unity government, but Gautam sees very less hope of it.

"The Prachanda-led current government was mandated or tasked with to conduct local level elections that has been stalled or the local election has not taken place in Nepal for past twenty years. So, there was understanding between the two top leaders of Nepali Congress and CPN- Maoist, chairmans of both the parties Sherbahadur Deuba and Prachanda had agreed and published and reported in media that Prachanda will lead the coalition government," Bimal said.

"This time, there are very slim chances of a unity government and given our past track record, past history and past political culture and our self centric leadership culture, forming a unity government in Nepal is not an easy task," Bimal added.
