Arsenal is leading the race to sign James Milner from Manchester City after the midfielder made the decision for transfer.

Milner is being wooed by Arsenal and Liverpool, with Arsenal topping the way to acquire the player for their team.

Milner's preference to join a new club creates serious trouble for Manchester city as they are attempting to keep up with the standards set by the Premier League and the UEFA about having home grown players in their team.

According to The Guardian, Arsenal is planning to offer a lucrative 10 million pounds, with its manager Arsene Wenger trying to sell the club to Milner by offering him a pivotal role at the club.

The 28-year old footballer has tried to make himself available for the league's top clubs as Liverpool, Tottenham Hotspur and Everton have expressed their interest and made inquiries about the current scene at Manchester City.

However, speculations are rife that City would try to raise their financial package that might be above their rivals but they cannot promise regular football with, Milner vocalizing his concern that his chances might be reduced by more signings this summer, reports revealed.
