Head of the Bharatiya Janata Party's (Mumbai) RTI Cell Yashwant Sahadev Shinde said on Wednesday he has intimated the Enforcement Directorate (ED) of a financial irregularity in the Mumbai Cricket Association (MCA).

In his letter, a copy of which is with dna, Shinde has cited how MCA joint-secretary Nitin Dalal paid Rs 7 lakh in cash to one Amol, a cashier at the MCA office in Churchgate, in order to procure tickets to Sachin Tendulkar's farewell Test match at the Wankhede in November 2013. "I request you to conduct a detailed investigation into the matter," Shinde wrote.

Later, he told dna, "How can the MCA accept so much money in cash from an office bearer? Where did this cash come from? Dalal has to furnish his books to prove the same."

Shinde said he has also intimated the ED of the MCA's ploy of "fudging" the entry in the register. "In order to protect Dalal, the register shows that one Rutvick Bhat had paid the money. But I have concrete proof that it was Dalal who paid the money," Shinde wrote.

In an attempt to prove the allegations, Shinde has also cited the minutes of the MCA's general body meeting held on January 23, 2015.

According to the minutes of meeting, MCA treasurer Vinod Deshpande, custodian of the association's funds, informed the house that Dalal "had requested and paid (Rs 7 lakh) for one air-conditioned box".

However, the said box was later allotted to the BCCI. Dalal was then allotted 20 tickets (for Rs 2.5 lakh). According to Deshpande, the MCA owes the balance amount (of Rs 4.5 lakh) to Dalal. The MCA has yet to repay Dalal.

The letter, dated April 6, 2014, was submitted at the central agency's zonal office located at Nariman Point. When contacted, an official sought time to pursue the matter. "I haven't seen the file yet," he said.
Dalal was not available for comment.
