A few DDCA insiders tried to sabotage conduct of India-SA game to let Justice Mudgal down

Justice Mudgal has mentioned in his report how the working president, Chetan Chauhan, formed the sub-committees even before he could take over the Ferozeshah Kotla premises.

The 27-page report by Justice Mukul Mudgal, which was submitted to Delhi High Court on Monday, has stopped just short of pointing towards "a near sabotage" situation created by a group of Delhi & District Cricket Association (DDCA) officials during his short stay as observer for the India-South Africa final Test here last month.

Justice Mudgal has mentioned in his report how the working president, Chetan Chauhan, formed the sub-committees even before he could take over the Ferozeshah Kotla premises. Subsequently, the report also mentioned "how no formal meeting was arranged with all these sub-committees".

This hints at how a section of the DDCA tried to create hurdles for Justice Mudgal and his team to prevent them from discharging their duties smoothly.

dna has reliably learnt from one DDCA functionary who was part of Justice Mudgal core team that "it was deliberate on the part of a few insiders to sabotage the conduct of India-SA game to let Justice Mudgal down".

"Even before Justice Mudgal took charge following Delhi High Court's directions, DDCA acting-president and former India opener Chauhan arbitrarily formed sub-committees. All those with vested interests and cornering various tenders in the past were named in these sub-committees to ensure that work is distributed to same old coterie. When it was conveyed to him/ them on the first day itself that work tenders will be open and transparent, no formal meeting was conveyed of all these sub-committees," said the DDCA official on Monday.

When asked if that was deliberate on part of a few DDCA officials, the member of Justice Mudgal team nodded in affirmation. "We were left to just five or six officials from DDCA to assist Justice Mudgal. It should be left to DDCA big wigs to reply."

Justice Mudgal has clearly mentioned how "it was found that the initial bills submitted for the said duties were on the higher side".

"Upon a query raised by the auditor enquiring the basis of fixation of remuneration of the said duties, the bills were subsequently brought down considerably by DDCA office-bearers," the report said.

Justice Mudgal, however, refused to elaborate any further. "I've submitted my report to the Hon'ble Court with all my findings and suggestions. It's up to the court to discuss it," Justice Mudgal said. Delhi High Court will take up this report on February 2.

The report has also slammed DDCA on various other counts. "There are no minutes of the meetings of the committee awarding work. Absence of records hamper transparency," the report said, adding: "The records relating to contract/ work orders for the earlier matches were not available."

The report said there was "no transparency" while assigning of duties by DDCA during the match at the Kotla premises.
