The phone could be announced at MCW 2014 in February.

There is no official statement yet, but trusting the mysterious evleaks past accuracy we could fairly assume that Nokia indeed has a work-in-progress Android phone.
Code naming it Normandy, an image of the device was tweeted by technology spy evleaks.

The leaked image shows Nokia on the homescreen which usually appears when you switch on the screen. It also has a back button at the bottom which is different from the three buttons that are usually available in the recent Lumia range of devices.

This tweet hints that Normandy is set to release in 2014. Mostly, we expect some sort of announcement at Mobile World Congress (MCW) 2014 in February.
With Microsoft taking over Nokia's phone business, this move was more than predictable. Let's just hope for better technical specifications and hardware from this new experimental device.
