JAMMU: The decision of governor NN Vohra’s administration to deal sternly with the All Party Hurriyat Conference’s march to Lal Chowk on Monday marked the demise of the ‘Vohra Plan’ which had entailed mollycoddling the separatists -ostensibly to take the sting out of their campaign — at the cost of compromising the state’s authority.

Vohra’s soft-pedalling of separatists and his sudden recommendation to the Centre for the unceremonious removal of CRPF inspector general AK Jain, ostensibly to placate Kashmiri sentiments, had sent the entire security apparatus into a tizzy. “It has emboldened the separatists. A realisation has dawned on them that they could do anything, particularly after the attempt to march to Muzzafarabad,” a senior security official said.

The security forces are aghast with the manner in which the state authorities had been dealing with the situation. “This is having a demoralising affect on the forces,” an official said.

It is widely perceived that certain initial steps taken by the Centre and the state government formented the subsequent trouble. Questions are being raised about the very appointment of Vohra as governor. “The Centre’s decision is questionable. He does not know the pulse of either Jammu or Kashmir nor was he a popular choice,” a state government official said.

Apart from the transfer of IGP Jain, it is being felt that permitting separatists to reach up to the border town of Uri while marching towards Muzzafarabad gave them a boost. Ostensibly, those in the decision making positions could not read the situation properly both in Jammu and Kashmir.
