CIC to inspect Parliament to oversee facilitation of RTI pleas

In the wake of a complaint that the Parliament did not have a facilitation centre to cater to applications filed under RTI, CIC has said it will inspect the premises.

NEW DELHI: In the wake of a complaint that the Parliament House did not have a facilitation centre to cater to applications filed under Right to Information Act, the Central Information Commission has said it will inspect the august premises.
    
"On the complaint that no facilitation centre for RTI applications exists at the Parliament House Reception centre, the premises will be inspected by us at a mutually convenient time and date to satisfy ourselves on the established arrangements," Wajahat Habibullah said in an order passed on Friday.
    
Delhi-resident R L Kain raised his objections as part of his information application filed with the Lok Sabha (LS) Secretariat wherein he raised queries on a lot of issues including the use of words - 'Harijan and Girijan' in the lower house.
    
He demanded a ban on the use of such words, which according to him were 'unconstitutional and derogatory'.
    
The LS Secretariat in response quoted its procedural rules to state that its Speaker was empowered to 'expunge' from proceedings of the House any words which according to him were 'defamatory, indecent, unparliamentary or undignified'.
    
The Commission, which did not find anything wrong in the reply of LS Secretariat has, however, forwarded Kain's expression of concern to the Speaker of Lok Sabha Somnath Chatterjee, for his consideration.
    
The applicant also raised a question seeking reasons for PMO's inaction on a 'wrong and fallacious reporting' of a leading national daily, on a statement made by then Leader of Opposition Sonia Gandhi in the LS. He submitted that the matter should be taken note of by the LS Secretariat.
    
While the Commission noted that the matter did not come within the area of LS Secretariat to decide, Habibullah said Kain's submissions could be taken note of by the National Advisory Council.
    
Among other queries raised in his three RTI pleas filed last year, Kain also strongly advocated for 'appropriate acknowledgement' of B R Ambedkar for his contribution to the Constituent Assembly as also framing of the Constitution.
    
The Commission advised the applicant to submit his recommendations on the same to the Secretary General of the LS Secretariat.
