NEW DELHI: After three months of mammoth investigations in the serial killing of minor girls and women in Noida, the Central Bureau of Investigation (CBI) has given a clean chit to Moninder Singh Pandher claiming that he was unaware of the killings in his house that carried on for almost two years.

“He (Pandher) did not know about the rape and murders that were taking place in his house,” said Arun Kumar, joint director (special crimes) CBI. “We are aware that the findings in the case are very unnatural, but we can not charge someone falsely,” Kumar said.

“We are investigating his role in three cases and have charged him for trying to mislead investigations and using his house as a brothel,” added Kumar.

Investigators concluded that the killings used to take place when Pandher was not in the house. “We found that in two cases he was in Australia and in other cases he was not in Noida. Pandher’s mobile records have helped us to reach this conclusion,” Kumar added.

The serial killing first came to light on Dec 29 last year when a police team found human remains from Pandher’s house while investigating a murder case. The CBI has recovered 715 skeletal remains and 57 bags of biomaterial from the house and the drains nearby. The agency filed the first chargesheet in murder of Payal, a sex worker, who was raped and killed by Koli, and has registered 19 cases.

Meanwhile, investigation results on the role of the second accused, Surinder Koli, are completely different. The sleuths have found that Pandher’s domestic help used to sexually assault women and children in the house before strangling them and dismembering the bodies.

“Psychiatric tests have revealed that Koli was suffering from necrophilia and used to cook and eat human flesh after killing people,” said Kumar, adding that Koli has admitted to cooking and consuming human organs twice.

Kumar elaborated that Koli had cooked and eaten breasts of woman when he had murdered them for the first time in February 2005. “In the second instance, Koli had eaten arms of a woman while the third time he tried eating the organs raw,” Kumar said.

“Koli had fantasies of eating human flesh as a child. Though he was introverted, he used to have fantasies of having sex with dead bodies since his childhood. He had thought that Pandher would be able to protect him by using his influence,” said the officer.

Soon after CBI made these revelations, family members of the victims have decided to meet the President demanding fresh investigations.  “We made a mistake by asking CBI to probe the case of our children. We suspect that these officers have taken money from Pandher to allow him to go scot-free” said Pappu Lall, whose 8-year-old daughter went missing.
