NEW DELHI: There is an old Chinese saying, “Never forget your ancestors, yet speak something new.” In other words, blend “Marxist theory with present realities.” This is what the Communist Party of China told the Indian comrades, eager to know the secret behind the unprecedented economic growth in the dragon state.

The Indian comrades were told that China has gone a long way from the outdated Mao thought to Deng Xiaoping theory resulting in the country achieving an “unprecedented economic growth of over eight per cent per annum.”

Three Chinese ministers briefed a visiting CPI(M) team that “if theory cannot change the present situation, we need to innovate while sticking to basic revolutionary tenets of Marxism.” The Chinese have set nine special targets to be achieved by 2020 to take the country further on the path to development. “Advanced democracy,” tops the list.

A five-member CPI(M) team led by politburo member and Rajya Sabha MP Sitaram Yechury recently held discussions with Liu Hongcai, vice minister, International Department of Central Committee of CPC; Fang Li, vice minister of Policy Research Office and Zhang Zhijun, vice minister, International Department.

Recalling Deng’s theory of reform, that has paved the way for a growth of over 8 per cent per annum, Fang Li said the current stage began in 2002 with stress on building a “harmonious socialist society.”

Asked by Yechury what they meant by advanced democracy, the ministers said it meant, “People are masters, rule of law and the leadership of the CPC.” The core point is “Always put people first,” Fang Li explained.

Asked by Yechury if the growth of private enterprise would lead to a class differentiation in the society, the Chinese ministers answered in the negative. They, however, admitted that a new social strata has emerged with income inequalities and the effort to build a harmonious socialist society is to prevent this from happening.

The ministers asserted that the public ownership will always remain the “mainstay of the economy.”
