MUMBAI: The state government is actively considering a proposal to increase the Floor Space Index in Mumbai from two to four to deal with the pressures of a rapidly growing population.

The Union urban development ministry has already given its nod to the move, but the matter will be put before the Cabinet only after taking into account suggestions from various groups so as to avoid litigation later, a secretary in the state urban development department said.

Of India’s total urban population of 285 million, Maharashtra has the largest chunk of 41 million, according to the 2001 census. Besides, the rate of growth of the state’s urban population is fast outpacing the rural. Between 1991 and 2001, there was a 4 per cent increase in the urban population.

And the flow of migrants into Maharashtra, particularly Mumbai, is the highest in the country.
