Doc issuing fake certificates at the RTO discovered after 2 years.

A quack who had been issuing health fitness certificates to those applying for a learner’s driving licence at the Pune Regional Transport Office (RTO) has been arrested. What is surprising is that the authorities had been accepting these fake certificates for the past two years and issuing licences.
It has been found that the suspect Chetan Murlidhar Deulkar (registration number 83535) used to charge Rs 500 from physically disabled applicants to issue a fitness certificate. Ironically, the RTO officials didn’t bother to check the papers and continued to issue licences based on these fake certificates.
In September last year, the state transport commissioner’s office had made amendments with respect to the issuance of fitness certificates. As per the amendment, only doctors with a MBBS degree can issue valid fitness certificates. 
Deputy regional transport officer, Anil Valiv said, “After the new rule came into force, we asked Deulkar to submit his MBBS documents which he was unable to produce. He continued to issue the health fitness certificates, but last month we stopped accepting them.”
Valiv added, “We cross-checked his details in Amravati following which we came to know that he has submitted fake documents. On Thursday, Pune RTO filed a complaint along with a copy of Deulkar’s fake certificate after which he was arrested.”
