Staff shortage, govt attitude delaying encounters probe: CBI

CBI unlikely to file report in Sadik Jamal case in April though 3-month extension granted to it ends this month.

The three CBI teams that are camped in Gandhinagar for the investigation of three encounter cases are facing an acute shortage of staff as also lack of cooperation from the state government.

These factors had delayed the completion of investigation in these cases.

Apart from the three encounter cases, the CBI is also investigating the genuineness of the encounter in which Sadik Jamal was killed. The central agency has almost completed the investigation in the Sohrabuddin case but the probe in the other cases has been considerably delayed due to staff crunch and lack of cooperation from the Gujarat government.
"The state government has not been cooperating in the investigation of the cases as some senior officials of the state are involved in the fake encounters," said Yogesh Ravani, counsel for the CBI in the high court.

He said that 120 people were working in three teams to investigate the cases. "However, the CBI does not have enough staff to go deep in its investigations," Ravani said.
Last year, the Gujarat high court had entrusted the task of investigating the Sadik Jamal and Ishrat Jahan encounter cases to the CBI. Till recently, the central agency and the state government were at loggerheads over providing logistic and infrastructure support for the investigations. As a result, the CBI was forced to seek more time to file its report.

However, after the intervention of the high court, the government provided the CBI the necessary infrastructure for the investigation of the cases. The CBI has to file a report in the Sadik Jamal encounter case before the end of this month.

"The high court had given us extension of three months in January. The extension ends this month. So we are looking forward to the possibility of filing the report. At present, I'm not aware whether the agency is going to file a report or not," Ravani said.
