After being launched in 14 districts, Ahmednagar leads with 2,100 enrollments followed by 1,534 in Aurangabad.  The state set a target of covering 30% population or 3 crore by March end and the rest by March 2012.

The response in urban areas of Thane and Navi Mumbai has been lukewarm. The logistic support installed to comply with the physical details like fingerprints, iris, photographs was not up to the mark.

Navi Mumbai commissioner Bhaskar Wankhede said, "The machines installed to take fingerprints were not working at the expected speeds at some centres. Once the mechanism is set rolling at its full strength, we will launch an awareness campaign to attract registrations."

An official from the Thane district, on the condition of anonymity, admitted that the response was very low in the district. "At some centres the machines were not working. This, clubbed with the absence of awareness among people, led to the low percentage of registrations. The machinery could not have reached in the tribal areas," he said.

Vijaylaxmi Bidari-Prasanna, director, information technology department, said, "The project will be launched in rest of the 21 districts, including Mumbai, by January 20. We will speed up the drive once the threshold is achieved. In Mumbai, the focus would be the slums areas, which form 60% of the city’s population."
