‘Silent Observer’ takes wings to battle sex tests

Silent Observer — a revolutionary electronic device to combat female foeticide developed by young technocrat, Narendra K Saini — will now be marketed aggressively by a city-based firm to effectively address concerns relating to illegal sex-determination tests.

The device, which first made an impact in battling illegal sex determination tests in Kolhapur, is now being deployed in pilot projects in Haryana and Gujarat. Ten other states have shown interest in the device.

Speaking at a press conference here on Thursday, Saini said, “Silent Observer is an embedded device designed specifically to address the gigantic issue of sex-selective abortion or female foeticide.”

“The observer records the entire activity of sonography tests, which could also be used as evidence if needed,” he added.

An alumnus of the Indian Institute of Technology-Delhi, Saini is now director (technical) of VisionIndia Software Exports Limited, which is marketing the device at Rs40,000 each.

He said the device would protect doctors from false claims made against them by the authorities or even patients’ families.

“With proper policy initiatives and nationwide implementation of this programme, it can help the government and society curb the malpractice of female foeticide and help bring greater awareness,” he said.

The firm’s managing director, Sunil Umrani, said Silent Observer would enable the authorities to monitor the use of sonography machines and help them prepare analytical reports for further action.

“In spite of the Pre-conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, 1994, the child sex ratio at birth in various states is continuously on the decline. Reasons like lack of effective implementation of the act, under-reporting, absence of ultra sonography test reports can be attributed to the decline,” he said.

Umrani said the device works alongside an integrated web-enabled online F-form reporting system, which health establishments have to mandatorily report for each pregnancy to the district health authorities.

This process can be done online and can be cross-checked with the data recorded by the Silent Observer.

The web-based data would also help generate overall statistics and analyses of ultra sonography conducted in the state and district.

The firm’s director, Sushama Chopda, said the latest implementation of this system is taking place in Buldhana district, where in the last one month, over 60 sonography centres have submitted F-form online.
