RTI activist questions roles of ex-MMRDA bosses

Right to Information (RTI) activists tracking investigations into the Adarsh housing scam have demanded that two previous chiefs of the Mumbai Metropolitan Region Development Authority (MMRDA) should be grilled about the irregularities.

RTI activist Anil Galgali has said that previous metropolitan commissioners Suresh Joshi and T Chandrashekhar are responsible for signing the Commencement Certificates (CC) at various stages of the construction of the Adarsh building since 2005.

“It is evident that the first CC was signed by Suresh Joshi in September 2005 when the permission for 14 floors was given along with that for a stilt. T Chandrashekhar gave a nod to the second CC in June 2007, when the MMRDA gave permission for stilt, a two-level podium and four upper floors (taking the total number of floors to 18). Since the permission letters clearly stated regulations regarding the CRZ clearances and other rules, it is ironical that they were given merely on paper,” alleged Galgali.

Interestingly, while the three CCs have been signed by Joshi, Chandrashekhar and the most recent metropolitan commissioner Ratnakar Gaikwad, the final occupancy certificate (given in September 2010) was signed by additional metropolitan commissioner SVR Srinivas.

According to RTI documents, the final CC mentions the number of floors to be 27; while the final Occupation Certificate bears the number to be 28. “This indicates that there were irregularities at the level of MMRDA as well,” said Galgali. He added that when he approached the authority to access the documents through RTI, the officials initially rejected his application, saying that the original documents were sent to the CBI.
