Pune Municipal Corporation goes high-tech

Civic body uses Google Images to demarcate boundaries of enumeration blocks for forming wards.

In the first-of-its-kind use of information technology (IT), the Pune Municipal Corporation (PMC) is using Google Images of Pune city to demarcate boundaries of enumeration blocks of Census 2001, the basic units of municipal wards, as part of its preparations for the forthcoming election of the civic body.

Deputy municipal commissioner Praveen Ashtikar said the composition of municipal wards for the forthcoming election would be done on the basis of the final census figures. As the PMC has the final figures of the 2001 Census, it has started superimposing enumeration blocks based on that census on the Google Images of the city created by using Google Earth.

He said the work of superimposition is almost complete and 28 personnel, called tracers, and 72 ward officers have been allotted the work. The municipal wards would be demarcated swiftly once the superimposition is complete.

He said it would take about two years to get the final figures of Census 2011. Hence, it is most likely that the municipal wards would be determined on the basis of Census 2001. The general election of the PMC is due in February 2012. He said the civic body would be able to superimpose enumeration wards of Census 2011 if it is asked to prepare composition of municipal wards on the basis of that census.

He said the municipal wards would be two-member wards as far as possible, going by the recent amendment to the Bombay Provincial Municipal Corporation (BPMC) Act, 1949.

He said that as per the legal provisions, there should be 145 corporators for a population of 24 lakh. For every additional one lakh population there would be one corporator. So, if the election is held on the basis of Census 2001, then there would be 72 multi-member wards in the city. The number of corporators would remain the same.

If the data of the Census 2011 is used, the number of corporators is likely to go up. At present, the PMC has 144 elected corporators and five co-opted members.
