Higher and technical education department of the state government may issue an ordinance to restrict the unauthorised education institutions and the unrecognised syllabus in the authorised institutions. The department has finalised the draft of the bill which is expected to be cleared by the state cabinet in the next few days.

The bill comes after the state government received numerous complaints against bogus universities that cheated students. The draft bill has suggested penalties of Rs1 lakh to Rs5 lakh or the imprisonment of up to one year for the violation of the norms. The bill also asks the Advertising Standard Council of India (ASCI) to take adequate precautions before publishing the ads of unathorised institutions.

In the draft bill, the department has clarified that the institution not recognised by apex bodies like University Grant Commission, All India Coucil for Technical Education, Pharmacy Council of India or the state government will be termed as the unauthorized institutions. The action against them will be initiated suo motto or against the complaint received by the department. Higher and technical education minister Rajesh Tope said that the bill will be presented before the state cabinet in next couple of weeks.

An official from the department said, “We have been receiving numerous complaints about the bogus universities or the unrecognised programmes by authorised institutions. Some institutions are unathorised per se, while some authorised institutions run unrecognised programmes as part of their syllabus. It was very necessary to have comprehensive act for the effective action against them,” he said. The official said that the department expects the bill to be passed in monsoon session of the state legislature slated to start in third week of July.

Meanwhile, the private and self financed universities bill tabled in the state assembly on April 21, has proposed to empower the state legislature to grant permission to the private universities that are interested in starting their campuses in the state. There are many private players interested in starting the universities in the state. With the Act,

universities are expected to start functioning from academic year 2013-14.
