A PIL filed by advocate VP Patil in the Bombay high court has sought a CBI inquiry into the blasts at Opera House, Zaveri Bazaar and Dadar on July 13 on the grounds that the intention behind the attacks was to wage war on India.

“Jurisdiction to investigate such offence is by CBI as it is waging or attempting wage war against government of India (sic),” states Patil’s PIL. At present, the ATS and the crime branch are jointly probing the blasts, which left 19 dead and 129 injured.

The PIL also prays that action should be taken against officers concerned for “failure of intelligence machinery about the terror attacks (sic)”.

A committee should be set up on the lines of the Pradhan Committee, which was asked to probe the November 26, 2008 terror strike. The committee should give suggestions and guidelines for improvements in the police machinery in the state, adds the PIL.

In order to prevent politicians from making inflammatory speeches, the PIL has prayed that the court should frame “rules and guidelines for politicians/citizens for responsible behaviour in society.

The PIL has also sought that the police officers from the police stations concerned — Dadar, DB Marg and LT Marg — should be transferred outside Mumbai. The PIL will come up for hearing in due course.
