Maharashtra tops list in panchayat empowerment

Maharashtra has secured the top position in the country for effective implementation of panchayati raj system in rural areas.
Prime Minister Manmohan Singh will give the award to the state government at a function in New Delhi on Tuesday. Minister for rural development Jayant Patil, who steered the state to number one position in bringing reforms in rural Maharashtra, will receive the prestigious award.

The central assessment team, which evaluated the state’s performance, took into consideration the devolution of maximum funds, functions and functionaries to the panchayat raj institutions by the states.

The state stood ahead of others in its execution of central schemes such as Prime Minister’s Gram Sadak Yojna, empowerment of women in pachayats, Mahatma Gandhi National Employment Guarantee Scheme.

The state was amongst the first to implement 33% reservation for women in civic body elections, which were held between February and March 2012.  The eco-village concept, which was the brainchild of the state rural ministry, to restore environmental balance was lauded by the Centre. Out of 27,920 gram panchayats across the state, 12,193 adopted the scheme.

Another feather in the state cap was its insistence on making best use of information and technology in villages. Out of 27,920 gram panchayats 27,840 gram panchayats have transformed themselves to online functioning where the daily work updates can be monitored regularly. There are six revenue districts in state. As a pilot project the state had shortlisted six talukas in every revenue district to introduce biometric system in schools to enroll the exact number of students and teachers.
